Sojitz Corporation (“Sojitz”) has concluded a contract with Electricite du Cambodge (“EDC”) to carry out a substation power transformer development project (the “project”) in Cambodia’s capital of Phnom Penh.
The project involves the engineering, procurement, and construction of three extra-high-voltage substation facilities in Phnom Penh as part of a lump sum turnkey contract. This project will be undertaken as Package 1 (230/115/22kV) of the Phnom Penh City Transmission and Distribution System Expansion Project (Phase 2), a yen-based ODA loan project concluded in 2015 by the Japan International Cooperation Agency (JICA). The construction period is expected to last 29 months. Sojitz will partner with E.M Construction Import Export Co., Ltd. (based in Cambodia) and Siemens Energy Limited (based in Thailand) to form a three-company consortium to jointly carry out the contract. This project marks the first yen-based ODA loan made by a Japanese general trading company for substation power transformer construction in Cambodia.

Cambodia’s capital and largest city Phnom Penh has a population exceeding 2 million, and the capital accounts for 70% of the country’s electricity demand as the economic center of the region. Demand for electricity has increased in response to the country’s population growth and economic development in recent years, and while supply systems are being strengthened, further expansion is an issue.
This project aims to newly establish and enforce major substations to safely and efficiently provide electricity to contribute to Cambodia’s society and improve quality of life in the country.
After establishing an office in Phnom Penh in 2010, Sojitz has continued to do business in Cambodia involving the export of textile products to Japan and food-related businesses among other business areas primarily within the consumer industry. Through this project, Sojitz will enter the power business in Cambodia to provide a stable supply of electricity and to contribute to the development of power infrastructure in the country.
Moving forward, Sojitz will build on its wide range of experience and achievements in the power business to expand its involvement in electric power projects not only in Cambodia and greater Asia, but also in other countries around the world.
*230/115/22kV: Sojitz aims to construct substations at which high voltage power generated at power plants can sequentially be reduced (transformed) from 230kV to 115kV and then 115kV to 22kV for local distribution as low voltage power for industrial and domestic use.
